Impressions are not evidence
After any reception change, staff report that things feel better. They usually do. But without a baseline there is no way to say by how much, and no way to defend the next phase of investment. Two weeks of measurement beforehand costs very little.
What to measure before adding staff
Waiting time, service time and the share of tickets served within target. Those three numbers, broken down by hour and by transaction type, show if the problem is real capacity, or just how the work is spread. In most branches we measure, the critical window is ninety minutes of the day: outside it there are desks to spare. It is one of the questions branches ask us most often: queue at the branch.
The three-month figure is the real one
One month after installation, everyone is still following the new procedure carefully. Three months on, the exceptions have crept in. That later measurement is the one that tells you if the design survives normal operating conditions.
